Add test for `bin/omero admin start|deploy` with arguments

Description

While working on #1736 changes (r7819 etc) were made to deployment which worked locally with a previously deployed application, but failed on a freshly installed one. These scenarios are poorly tested. A separate build should be created which goes through the various start/stop scenarios.
