Delete can be made to fail if annotations aren't deleteable

Description
The default functionality as of #2769 is that an attempt is made to delete annotations, but if that fails, they are left dangling. Via options, a user should be able to specify that deleting the annotations are a requirement. Further, what happens if only one of several annotations is not deletable.
