To implement REINDEX fully, it will be necessary to loop over all the annotation link tables on each annotation update. With the new indexes (#4900), this shouldn't be too expensive. To further improve the implementation, the current event_id (along with user_id and group_id) will be stored in a temporary table and used rather than creating a new event (if available).
