User management of repositories

Description

Initially users will be presented with a "Home" repository decided by the sysadmin. Users may want to manage their data within this repository space.
(This story supersedes two bullet points at the bottom of #2235)

Do we:

  • Restrict users to Home (initially) ?
  • Allow users to close down Home to a subdirectory?
  • Allow users to create multiple sub-repositories under Home?
  • Can sub-repositories have different sharing models?
  • How can sub-repositories be removed, moved, etc.?
