Generalize server-side import extensions points

Description

Currently, the server-side import code (MetadataStore) performs some actions post-import. A primary example is the execution of populaterois.py via OmeroScripts.

There is interest by users in having other scripts be executed on the fly. One example would be to have certain features generated for all images in a system.
