Delete Annotations not working?

I chose 'OK' for the Delete Annotations dialog when deleting a single image with a tag that was only used on this image. The Tag was not deleted, and remained with 0 images.

In Insight, if I choose to Delete annotations, then tags not used elsewhere are deleted.

Is the 'Also delete annotations' asking me about tags? I don't actually think it's an important feature to allow users to delete tags when they are deleting images (as in Insight) but I do think it's important that the clients behave in a similar way.
