Bug: changePermissions does not check for unchanged permissions

Description
As mentioned in a commit for #2873, the method IAdmin.updateGroup expects group.details.permissions to be null otherwise it automatically calls changePermissions. This is ok, except that it does the heavy lifting even when the permissions are the same.
