Bug: Prevent changing to other user in private group

Description
- Create two users in a single private group
- Login as one user
- Drop down appears to allow changing to other user
- No data appears for other user since the group is private.
The drop down should not be visible.

List of experimenters within the group is served by the server. Should just server return empty list if: group is private, member of private group is not an owner of the group or other admin privileges user?
