Add OMERO.ij upgrade check and setAgent("OMERO.imagej")

Description

ImageJ is currently lacking some of the tracking features that the other components have. These should be added for 4.2.1

Note: due to historical reasons the bio-formats plugin uses the "OMERO.imagej" agent name, so the agent name for the OMERO plugin is "OMERO.ij". These get mapped in the UI to:

 OMERO.imagej-->BioFormats
 OMERO.ij-->OMERO.imagej
