Both clients need to display any annotations that are not handled by the clients already (Tag, Comment, Rating, File).

There's concrete TextAnnotation type that isn't one of the other listed ones (tag, comment, xml). Clients should throw an InternalException (or similar) for any client unknown client exception since it will count as a bug that we need to implement before release.
