Description 

Chunks discussion II
    * Donald raised the issue that some Big Images spec may be necessary
    * Most of the functionality seems to be available in the TiffData element
    * But on image we will probably want to add chunkX and chunkY, with "no padding" specified in the docs
    * benchmarking the JPEG2000 r/w performance may be necessary since each chunk will be compressed in the tiff
    * for that to work, JPEG2000 should be specified as a compression method
