Provide Downgrade support for OME-XML & OME-TIFF Versions

Some third party software packages only read very old versions of our file format.

This will provide support to allow people to work with these applications by downgrading current files to the old standards.

This will be a lossy process, only some of metadate will be remapped as the old structures are not as complete as the new ones.
