Create XSLT to go from binary only form

This transform will take an xml block from some OME-TIFF/OME-XML files in our binary only format (metadata in one file, pixels in one or more other files) and convert it into the XML needed for the standard format (metadata and pixels in same file)
This transformed xml might need to be initially processed by some code as it might not be possible to tie up all of the UUIDs that link the files together in pure XSLT.
