Move color options to a separate dialog

Instead of the current color options, we could have a "Specify custom color settings" checkbox. If that box is checked, then a later dialog with all of the custom color options would appear.
In addition to the options already present, the color options dialog should contain an option to constrain all channels to the same display range.

I do not think this is worth doing for the ImageJ1 Bio-Formats Importer plugin. We can make these sorts of improvements as part of the ImageJ2 file I/O support. Moving to Unscheduled for now.

We don't need this change in the Bio-Formats Importer. But we can rethink the options a bit when we expand the ImageJ2 image import support to match the Bio-Formats Importer better. See imagej-plugins-commands issue #4 for details.
