Double-check Image -> ROI linkages

Right now, I think most (all?) of the readers that populate ROIs do not link the ROIs to any particular Image. This hasn't caused too many problems so far, as most of the files with ROIs only have one Image, but it would be a good idea to double-check whether or not Image -> ROI links should be put in place.
If we do need to put in Image -> ROI links, then loci.plugins.util.ROIHandler will need to be updated accordingly.

Some progress made, see the image-roi-links branch in bioformats.git.
