RFE: allow deleting of user scripts

Description
With the new delete service in place (#2615) it is possible to add a "/Script" delete spec to allow deleting of scripts. One question, however, is how much to delete. Do all the jobs which ran with the script get deleted? Or is it better to somehow disable the script as "bin/omero script disable" does? This may be solved in a more general way by the move to OmeroFs.

Via the new delete specifications alone, there is no way to allow deleting of user scripts versus official scripts (if that is the requirement). It would require adding a method to IScript instead. Will suggests that this is not actually the requirement, and more generally deleting of any scripts. This can be achieved through a "/Scripts" delete spec, but it either will have to delete the attached jobs or leave them dangling without any context of what was run. Moving back to "new" awaiting further discussion.
