ThumbnailService: Storing Thumbnails for bigImages

Description
The server currently stores the thumbnail in a file under a file structure
/Thumbnails
/Dir-0XXX
id
This means that the server has a structure that restricts the way the multiscaled thumbnails of a big image can be stored as it has to be either stored in a new file format(currently it is just stored as a JPEG) such as JPEG2000, HDF or we have to change the way the pathing works for BigImage? thumbnails so that they can have multiple resolutions. This throws up a few problems finding what resolution is the file by id and getting that from DB or by file extension or path

but is very restrictive as predefines what scales are selected.

We're using JPEG 2000 compressed versions of the raw pixel data so marking this as invalid for now.
