SCM: Examine using ivy for the bf build

Description
In order to pull in and publish maven artifacts without having to use maven directly, ivy files could be generated for the bf build. This would also reduce much of the redundancy in the current ant build.

This might be a ticket we want to investigate when we decouple ome-model to its own repository. We have two options here:
- either keep maintaining two build systems for Bio-Formats and use Ivy with Ant (as we do in OMERO)
- or move to a Maven-only build system
