B-F JPEG2000 based tiling

Investigation of JPEG2000 based tiling should be performed.
see #4648
Run various tests with medium and large size images. I used directly the TiffWriter
Configuration:
- Tile size 256x256
- JPEG2000 Lossy
Results:
- medium size, on my machine, 27s to generate the resulting tiff 16.6M original file -> 4.6M
- large size time to generate 3minutes 317M -> 12.8M. Require VM size -Xmx1024000000
JP2 tiles in separate files: (see #4648)
- no need to increase VM for large files
- Problem: high number of files to relate. Usage of OpenZoom? structure to store?
Changes to make to TiffSaver to save JPEG2000 tiles in Tiff (see #4134)

Decision:
- Fix Tiff writer to store JP2 tile see #4134.
- Make sure we compress block and not row by row.
- compression using JPEG-Lossy is not great, we will need after that to investigate alternative.
Referencing ticket #4252 has changed sprint.
