importer in tool bar

Description
There should be a toolbar or menu item for import, in addition to the contextual menu. I assume you have this planned anyway. It needs to be obvious, for a first-time user opening insight, where/how they should start uploading and using the system.
For that we probably need to change some aspect of the workflow.

Workflow has already been modified see #4495. Point to modify: determine the correct context.

You may also have a look at Agilo extensions to the ticket.
Maybe also move the current tool-bar button to the top-level tool bar, since import is not really specific to the tree component?
