Framework for testing JPEG2000 in BF

Create a framework for reading images using bioformats and then testing the compression of the raw and rendered images for performance(compression ratio and speed of compression)
This work is related to the bfPixelBuffer and some of the methods for the creation of rendered images, work on JPEG2000 compressed rawdata and rendering will be needed there too.

- Wrote sample code
- to check the size of file depending on compression level and strategy uses. (see #4324)
- test method of the JAI library. Code directly added to the bio-formats code base (local, no commit right but not an issue for now, will deal with that later)
- Looked for alternative (gdal, kakadu) offering Java bindings. Some pythons scripts available for gdal to generate jpeg2000 pyramid. Licensing issue for kakadu!
- Gathered good number of test files (jp2).
