BUG: Tags and Tag Sets creation

Description
when working with TAG SETS:
- creating a new tag within a tag set with right-click doesn’t work reliably, often it adds the tag to the bottom of the list (so it has to be moved afterwards)
- after moving them by copy/paste, the tag sets keep collapsing, which is a bit annoying
