populate metadata script

Description
Few points noticed:
- log indicates populate_roi
- no PlateColumn type, this should be aligned with populate roi.
- row and column end up being letter and number. This should be number starting from 0.
On a general note, we should have a template for generating table similar to script e.g. in populate_roi ROI and imageId are the first two columns (in "wrong" order), populate_metadata, first and 4th columns

The resolution and translation logic is now set up to make generic
assumptions about CSV columns whose headers are 'Row' or 'Column':
- Set up a LongColumn? rather than a StringColumn?
- Translate alpha data to numeric
- Zero offset the storage of any potential numerics

The plate used for testing has a plate acquisition.
- Are they planning to add some tabular data at that level too?
- Should we add the annotation to the plate acquisition?
