Opening the import dialog with no context (E.g. from menu or when Project or Dataset not selected) should provide you with the options to select (or add) Project and then select (or add) Dataset (same functionality as current importer).
I would also suggest that the UI looks the same when a Project or Dataset IS selected as the import target. The only difference being that the current Project and Dataset are auto selected.
