Provide a top-level testng for running all tests.

Currently the testng target is designed for running tests one component at a time. This leads to many different <component>/target/report directories which are hard to examine. The top-level test target could produce a single report directory.

This task is dependent on #101 - a global classpath rather than individual component classpaths.
