It would be nice to have something similar to BioFormats-Export, but for import.

As mentioned in #4507, the following points in particular should be addressed:
- what is required to write or read a file
- how to read plane data, get minmax values
- how to get an image from the data
- how to convert from one metadataStore to a metadataRetrieve
- what are the restrictions on each writer, reader.
