Resizing the browser to resize the layout.

The current implementation does not allow the browser when resized to resize the layout.
From the user feedback in ome-users Digest, Vol 72, Issue 2 this has been identified as a desirable feature.
Re-working the right-hand panel, so that it is not a separate iframe, using AJAX to load html will affect all the functionality that currently uses the right-hand panel.
