Resolve differing codestream endianness

Description
It is possible for JPEG 2000 codestream or JP2 data to be written into a TIFF that has a differing endianness to the data compressed and the data in the IFDs themselves. In order to accurately support JPEG 2000 metadata we need to react to this.
