BUG: QA system - email not sent for new comments

Description

When commenting on QA bugs for ​https://trac.openmicroscopy.org.uk/ome/wiki/TestingScenarios#a3.ImportQASystem, I do not receive an email for either of the comments that I submit.

From the testing scenario, it looks like the expected behavior is to receive an email for the comment submitted as an administrator.

I saw this same behaviour. The QA email address was fixed so that replies to the reporter should no longer bounce.
