BUG: Server Java event logging on Windows 7 not functioning

Description
The server doesn't seem to be posting java events to the windows event logs under Windows 7. Not sure if this is server issue, windows 7 issue, or something related to the specific install in question. Needs investigation. May be worth it to do a fresh windows 7 + server install and see if we get similar results.
Blocker for ticket: #5242. Need logging to find root problem for windows pixel service not running! (amongst other things).

Events as shown in the attached screenshot are being generated on the affected system - just not much more in terms of messaging through the windows event system. This seems to be the norm so closing ticket as 'invalid'.
