Develop a way to drop the db but maintain user info.

Description

To get a fresh install it's necessary to:

 rm -rf /OMERO
 dropdb omero3
 createdb omero3
 java omero reload-db

and

  java omero addgroup
  java omero adduser

Would it be possible to skip those last steps by persisting the user admin tables?
