Bug: Insight 'Annotated' icon in tree

Description
Images in the tree don't display the 'annotated' icon if they have a single comment, but if they have 2 annotations they do.
In web we have decided to remove these icons entirely.

You may also have a look at Agilo extensions to the ticket.
This is a problem with server count.
Basically all images have at least one annotation (the original metadata) some might have two.
Removing totally... humm not sure that correct either.
