Description
The version 2008-02 and 2003-FC files of the exported and downgraded 2011-06 are failing to import.

Problem is downgrade transform works for .ome file not for .ome.tiff file.
This is because TiffData element is not handled properly by the transform. Fix should not be hard to write.

Also need to strip UUID and Creator from top level OME node.
