Description
When the flag "required pyramid" is off for image like png, jpeg etc, the image returns by the thumbnail service should not be the default SVG image.

You may also have a look at Agilo extensions to the ticket.
It is still importing as FS lite so has to generate a pyramid behind the scenes even if it is not telling clients that it requires one. The in-progress thumbnail is expected until the image has had its pyramid generated.
