OME-TIFF files from Slidebook are not grouped properly

Description
See files in data/ome-tiff/glen/. All of the files should be grouped together into a single dataset, but for some reason they are not.

This is useful in the case of multi-file OME-TIFF datasets that have
invalid or missing UUID/filename information. If grouping is allowed,
then the files can still be assembled more or less accurately into a
single dataset.
Closes #5874.

invalid or missing UUID/filename information. If grouping is allowed,
