The initial directory for the Original File Service is not created upon first use.

ome.conditions.ResourceError: /OMERO/Files/1 (No such file or directory)
	at ome.services.RawFileBean.write(Unknown Source)
	at sun.reflect.NativeMethodAccessorImpl.invoke0(Native Method)
