Investigate file deletion on Windows

Description

On Windows platforms files can fail to delete. This has a dierect effect on the delete functionality, see #5515, but may affect various FS services. It may also affect temporary files under Windows, see #5817. Some investigation should be undertaken to mitigate the effects of this issue.
