Distribute all licenses

Since we've added the copyright/license headers to all the CSS, HTML, and JS files mentioning the AGPL, we should include the AGPL along with our distributions, just like we distribute the GPL as LICENSE.txt

Does that look ok? Do we want a subdirectory with all the licenses? Distributing all of the license/copyrights that are under lib/licenses would probably be most appropriate.
