Bug: web birds eye view does not update on settings change

Description
While testing #6045 I find that webclient's bird eye view does not update the miniature image when rendering settings are changed and applied/saved. The image tiles do get updated correctly.
This is inconsistent with Insight where the miniature gets updated with the tiles.

As discussed, once Rendering Engine offers method to retrieve full image downscaled to particular size then, this problem could be fixed easily. Is waiting for #6205

This could be fixed by adding viewerBean.thumbnail_control.update(), but miniature is a thumbnail which is a limitation. There are two problems:
I will push this ticket but we need to come up with the one solution for the bird-eye view.
Originally webviewer were asking for lowest resolution level image (one tile only) to populate miniature, but server does not guarantee to give always one tile.
Currently Insight is getting lowest resolution level image, merging the tiles together and scaling it down. We might push that functionality to the server side and serve it by the separate function.
