Allow views on the user-modifiable area

Description
To some extent this is already possible through the PublicRepository? interface but as it stands that would allow access to the imported file areas. Can the repo system be modified to exclude access to parts of a repository?

Closing. The security settings now applied to the repositories, the split between PublicRepository and ManagedRepository, and the decision to not provide a view of the repositories means this is no longer valid.
