Make FS lite formats configurable

Description
On import, FS lite enabled file formats are hard coded. Some users have in particular been hit by performance problems associated with large multi-dimensional TIFFs (sometimes as much as a ten fold decrease in per plane rendering performance). It's critical that we at least allow these formats to be configurable and potentially remove TIFF from blind FS lite application when the image's X-Y dimensions do not qualify it as a "big image".
