Description
Some scenarios should be created for FS lite formats and added to the TestingScenarios page. In addition the files provided by the users on #6313 should be validated.

Initial run through of scenario 28.1 and 28.2 with the data sets in question from /ome/data_repo/test_images_good/ticket_6313_scenario_28_2 run through cleanly without issues.

Reorganized scenario 28 Big Image Viewer into two parts (28.1 and 28.2) to also cover the images provided as part of #6313 and outline the performance and import criteria to pick up any bugs. Also populated /ome/data_repo/test_images_good/ticket_6313_scenario_28_2 with the requisite data.
