VM: Use preshared keys for initial login to VM

Description
Because the expect scripts are unreliable when running under Jenkins so the VM build cannot be easily automated, explore whether using preshared keys in the initial omerovm.vdi provides a more reliable option. If so, remove the old expect scripts and key setup script & use a preshared key instead.
