VM: Reboot VM when no network found at startup

Description
When no NAT network is found at startup we need to reboot the VM and check again until the VM reboots with a network interface. This should provide a temporary fix for the intermittent build failures from Jenkins which are VirtualBox? bug related rather than a bug in our scripts.
