Look into separating tools/licenses into tools/licences-rmi and tools/licences-ice

Description
Currently it's not possible to build tools/licences without building blitz. This may have to be rectified.

OmeroSessions is finished, but this will have to wait.

The only issues are with SessionListener and LicenseWiring. These will be fixed with any new session management changes. Pushing to milestone:3.0-Beta3
