Add blitz questions to "java omero setup"

Description

To decide whether or not to build OmeroBlitz, the <setup/> target should ask something like the following questions (conditional on the first):

  Building OMERO.blitz requires a download from 
  http://www.zeroc.com

  Would you like to build OMERO.biltz?
  
  Where is Ice-3.1.1 installed?[$ICE_HOME||/opt/Ice-3.1.1]
