Investigate improving performance of TIFF export with setWriteSequential(false)

Description

Specifically, writing sequentially or non-sequentially without calling setWriteSequential(true). There is a substantial difference in performance between writing sequentially with the sequential flag off, and writing sequentially with the sequential flag on.
