Description

Current implementation of web caching is not enough sufficient and it only works in unix machines. There is a major requirement to improve it and make it working across different platforms. Problems to solve:

Caching various data types, like thumbnails, json, etc.
Caching data per: user, server, etc. (partially done in #6749).
Cache repository supported across different platforms.
