Create user data

- Create each user at least one Project & Dataset with at least one Image. Can someone write a script to do this? CLI etc? E.g. use DVs from test-images-good.
( although most code samples will work with someone else's image, some attempt to E.g. create a new image in the same Dataset as an existing image).
