When using the Tag Set/Tag tree the behaviour is slightly different than the P/D/I tree. Most notably creating a Tag with a Tag Set selected via the menu bar option does not maintain that hierarchy, adding the Tag outside the Tag Set.

To test:
- First create a tagset if none already created.
- Select the tagset
- Click on create new tag from the browser tool bar.
- Create the new tag.
- Check that the tag is added to the tag set.
